1689년에 발표된 존 로크의 정치철학서.
“시민정부의 참된 기원, 범위 및 목적에 관한 시론 An Essay Concerning the True Original Extent and End of Civil Government”라는 부제가 달려 있다.
자연법(自然法)의 지배와 사회계약설(社會契約說)에 의한 정부의 형성과 불의(不義)한 통치(統治)에 대한 저항권, 권력 분립론(權力分立論) 등 근대 민주주의의 정치 질서를 구성하는 핵심 개념과 원리를 정립하였다.
